$Intel(INTC)$ A lot of top US companies have deep ties to the DOD, and that revenue stream tends to be a lot more reliable than commercial business. Commercial contracts usually come with a very short outlook, while the DOD works on long-term plans. So it makes sense that companies want to stay on that DOD gravy train, and it ends up shaping their strategies.
From that angle, it's clearer why Musk would want to get into advanced chip production, and why NVDA put $5 billion into INTC even though their preferred fab is a foreign company. NVDA has been trying hard to stay on the DOD gravy train without actually doing fab at INTC, but I don't think that can last much longer now that Intel's secure enclave has been cleared for production.
