Clary/AFP via Getty Images</span></p><p>After a volatile start to the week that caused the benchmark index to swing more than 1,000 points in one session, Goldman Sachs has this advice: Buy the dip.</p><p>While the Federal Reserve is looking to raise rates in 2022 to tame surging inflation that's near a 40-year high, Goldman Sachs strategists said the central bank will likely hike rates to relatively low levels.</p><p>"Any further significant weakness at the index level should be seen as a buying opportunity, in our view, albeit with moderate upside through the year as a whole," strategists led by Peter Oppenheimer, said in a note Wednesday.</p><p>The whiplash in US equities began with jitters that a Fed determined to tame inflation will turn aggressively hawkish. That included investor concerns the central bank may start to shrink its nearly $9 trillion balance sheet — more commonly known as quantitative tightening.</p><p>What investors are most concerned about is the pace at which the central bank will hike rates. Last summer, the consensus was that there would be no interest rate rises in 2022 and only one at the end of 2023, the strategists pointed out. Now, four rate hikes are priced in.</p><p>That triggered a sell-off, and US equities are currently seeing a correction. But that's within a bull market cycle that should continue and remain in a growth phase, Goldman said.</p><p>Given this, the bank does not think the correction will deepen and turn into a bear market. The key is growth. Higher rates typically aren't negative for stocks as long as economic activity is still expanding, Goldman said. Rate hikes even during times of decelerating growth still sees positive, albeit weak, stock returns.</p><p>"Historically, a Fed tightening cycle that is accompanied by accelerating growth tends to be associated with strong returns and relatively low volatility," they said. "Meanwhile, a tightening cycle into slowing growth is associated with very low, but positive, equity returns alongside high volatility. That represents an upside of 49% from where it trades today. If it gets there, that would also be a tidy gain of 95% from its 52-week low.</p><p>Why is Morgan Stanley so bullish? Well, Palo Alto recently reported an incredibly strong financial performance for its fiscal 2022, which ended July 31, even in the face of the economic slowdown. Its $5.5 billion in revenue was a 29% jump compared to its fiscal 2021. What's more, Palo Alto's remaining performance obligations soared by 40% to $8.2 billion, which suggests a revenue growth acceleration might be on the horizon.</p><p>This is all because cybersecurity isn't something companies want -- it's something they absolutely need. As businesses shift more of their operations online using cloud technology, their attack surface continues to grow, which means they need more intuitive forms of protection for their valuable digital assets. M1, a good lead indicator of economic activity, is pointing to still lower PMIs ahead.”</p><p>More importantly, the shape of the yield curve needs to “start re-steepening” before investors start returning to Value from Growth.</p><p>“The Fed needs to pivot, in our view, but this is unlikely before the September meeting, where they could announce another outsized move, of 50-75bp – JPM call is for 75bp,” Matejka added.</p><p>Finally, the strategist also added that the U.S. dollar will need to start weakening.</p><p>“We have in early July argued for a tactical rebound in Growth style, and in the Tech sector in particular. We believed this would lend support to the broad market levels. With those achievements in mind, why didn't Netflix choose to partner with Google or Meta?</p><h2>The need for control</h2><p>Neither Microsoft nor Netflix have provided specifics about the tie-up, so it's unwise to speculate whether there were any financial incentives or other favorable terms that helped seal the deal. Mr. Levoff also served as co-chairman of Apple’s disclosure committee, which reviewed and discussed quarterly and annual earnings reports that hadn’t been issued yet, according to the U.S. attorney’s office for New Jersey, which prosecuted the case.</p><p>As an Apple executive, Mr. Levoff had a duty to not trade on its material nonpublic information. But he made both bullish and bearish trades over five years, generating profits of $277,000 and avoiding losses of $377,000 on other transactions, according to prosecutors.</p><p>A lawyer for Mr. Levoff declined to comment.</p><p>Mr. Levoff pleaded guilty to six counts of securities fraud and will be sentenced in November, the New Jersey U.S. attorney’s office said. He faces up to 20 years in prison for each count of securities fraud.</p><p>The Securities and Exchange Commission also sued Mr. Levoff in February 2019 in civil court.
