The first batch of industries included in this carbon exchange is also the power industry. During the 14th Five-Year Plan period, building materials, steel, nonferrous metals and other industries will also be included. In the future, the carbon exchange will cover almost all major carbon emission industries.</p><p>3. How to determine the carbon quota?</p><p>As mentioned above, the trading targets of carbon exchanges are divided into two categories: carbon emission rights allocated by the government and national certified resource emission reduction (CCER). What exactly are they? And how are quotas calculated?</p><p><b>1) Carbon allowances:</b>It is the carbon emission credit obtained by enterprises, which is initially distributed free of charge by relevant departments.</p><p>The formula for calculating the quota obtained by each enterprise:</p><p>Total unit quota = power supply benchmark value * actual power supply * correction factor + heating benchmark value * actual heat supply</p><p>Simply put, the relevant departments can determine a baseline through the historical carbon emission intensity of the industry, and combine the production capacity of the enterprise to know the carbon emission quota of the enterprise.</p><p>For example, if the benchmark emission intensity of a power enterprise is 1 and the production capacity is 100 kWh, it can be calculated that the carbon emission credit is equal to 100. If enterprises upgrade their carbon emissions below the industry average through equipment upgrades, they will have surplus carbon emission credits. If the actual emission intensity of a leading enterprise is only 0.8, and generating 100 kWh of electricity will only consume 80 carbon emission credits, then the remaining credits can be traded in the market for profit.</p><p>On the other hand, if the carbon emission intensity of an enterprise is higher than the industry average, the production capacity will not be full, and additional carbon emission rights will need to be purchased, resulting in an increase in cost.</p><p><b>2) State-certified voluntary emission reductions:</b>Some \"emission reduction methodologies\" that have been applied for filing by the competent authorities, such as 254 projects such as new energy, hydropower, forestry carbon sink and biogas, can apply for CCER independently. However, key emission units can only offset the gap in carbon emission allowances with 5% of CCER at most. At the beginning, Shanghai Carbon Exchange only allowed 1% of CCER to be supplied to the market, resulting in low prices. It should be noted that in 2017, the National Development and Reform Commission suspended the acceptance of CCER methodology, which led to the limited supply of CCER and the significant increase in some transaction prices.</p><p>4. How to measure carbon emissions?</p><p>The measurement methods of carbon emissions in various industries are slightly different, but the central idea is roughly divided into two kinds. Take electric power enterprises as an example:</p><p><b>1) Direct measurement:</b>At present, the on-line monitoring instrument is placed at the outlet of flue gas of power plant to measure gas emission. Here are 6 questions you need to know.</p><p>1. How does carbon exchange affect carbon emissions?</p><p>There are two main trading varieties of carbon exchange: carbon allowance and CCER. Among them, carbon allowance is the hard currency of the market, and CCER is relatively a complementary mechanism, which is more influenced by policies.</p><p>The goal of carbon exchange is to affect the cost of enterprises through market-oriented carbon price. The higher the carbon price, the less carbon emissions will be. Simply put, when the carbon price increases, it will increase the cost of enterprises. When the profits of enterprises decrease or even lose money, they will take the initiative to reduce production, thus reducing the amount of carbon emissions. In addition, it will also promote enterprises to upgrade equipment and reduce unit energy consumption.</p><p>2. What is the industrial distribution of carbon emissions?</p><p>According to the data of the National Energy Administration, the power industry accounted for 43% of China's carbon emissions in 2019. The first batch of industries included in this carbon exchange is also the power industry. During the 14th Five-Year Plan period, building materials, steel, nonferrous metals and other industries will also be included. In the future, the carbon exchange will cover almost all major carbon emission industries.</p><p>3. How to determine the carbon quota?</p><p>As mentioned above, the trading targets of carbon exchanges are divided into two categories: carbon emission rights allocated by the government and national certified resource emission reduction (CCER). What exactly are they? And how are quotas calculated?</p><p><b>1) Carbon allowances:</b>It is the carbon emission credit obtained by enterprises, which is initially distributed free of charge by relevant departments.</p><p>The formula for calculating the quota obtained by each enterprise:</p><p>Total unit quota = power supply benchmark value * actual power supply * correction factor + heating benchmark value * actual heat supply</p><p>Simply put, the relevant departments can determine a baseline through the historical carbon emission intensity of the industry, and combine the production capacity of the enterprise to know the carbon emission quota of the enterprise.</p><p>For example, if the benchmark emission intensity of a power enterprise is 1 and the production capacity is 100 kWh, it can be calculated that the carbon emission credit is equal to 100. If enterprises upgrade their carbon emissions below the industry average through equipment upgrades, they will have surplus carbon emission credits. If the actual emission intensity of a leading enterprise is only 0.8, and generating 100 kWh of electricity will only consume 80 carbon emission credits, then the remaining credits can be traded in the market for profit.</p><p>On the other hand, if the carbon emission intensity of an enterprise is higher than the industry average, the production capacity will not be full, and additional carbon emission rights will need to be purchased, resulting in an increase in cost.</p><p><b>2) State-certified voluntary emission reductions:</b>Some \"emission reduction methodologies\" that have been applied for filing by the competent authorities, such as 254 projects such as new energy, hydropower, forestry carbon sink and biogas, can apply for CCER independently. However, key emission units can only offset the gap in carbon emission allowances with 5% of CCER at most. At the beginning, Shanghai Carbon Exchange only allowed 1% of CCER to be supplied to the market, resulting in low prices. It should be noted that in 2017, the National Development and Reform Commission suspended the acceptance of CCER methodology, which led to the limited supply of CCER and the significant increase in some transaction prices.</p><p>4. How to measure carbon emissions?</p><p>The measurement methods of carbon emissions in various industries are slightly different, but the central idea is roughly divided into two kinds. Take electric power enterprises as an example:</p><p><b>1) Direct measurement:</b>At present, the on-line monitoring instrument is placed at the outlet of flue gas of power plant to measure gas emission. At present, it is not adopted in China, mainly because this technology is not yet mature.</p><p><b>2) Segment calculation:</b>First of all, calculate the emissions produced by consuming fossil fuels, how much fossil fuels, how much coal, how much fuel oil, etc. are used. According to some experience or actual measurement, the carbon content of the elements is obtained, and finally, the direct emissions are obtained by multiplying the two.</p><p>5. What is the pilot situation of carbon exchange?</p><p>As early as 2011, eight provinces and cities in China have successively launched pilot projects of carbon trading. However, the scope and standards of industries included in carbon trading in various provinces and cities are different. As can be seen from the figure below, Shanghai, Beijing and Guangdong cover a wider range of industries.</p><p>Due to the different industries and standards included, for example, Beijing has included all those with carbon emissions of more than 5,000 tons in the scope of carbon trading, so the number of included units has reached 947; Chongqing's inclusion standard is that the carbon emission is more than 20,000 tons, so the number of included units is only 230. This directly leads to a large difference in carbon prices in various places.
