When was DST created?</b></p><p>The idea for daylight saving time was said to have originated in the 18th Century; Benjamin Franklin thought sleeping late in the summer was a waste of productive time, and that the extra hour of sunlight in the evening would reduce candle consumption. The idea was first adopted as official policy by Germany during World War I, to save energy costs. Other countries followed, including the U.S., which adopted the time change in 1918, although without a uniform national system. In 1966, Congress passed the Uniform Time Act, which unified daylight saving time across the country -- or most of it. In 2005, the period for daylight saving was expanded to the current schedule, under which it runs from the second weekend in March through the first weekend in November.</p><p><b>3. Are some places not on DST?</b></p><p>Yes. The 1966 law said that any state could exempt itself. Hawaii opted out of the law, as did Arizona, except for the lands of the Navajo Nation. They chose to stay on standard time year-round instead. Several overseas territories, including American Samoa, Guam, Northern Mariana Islands, Puerto Rico and the U.S. Virgin Islands also do not observe daylight saving time.</p><p><b>4. What does the Senate bill propose?</b></p><p>The Senate bill would move standard time forward by one hour. If passed by the House and signed into law by President Joe Biden, that would have the effect of making daylight saving time permanent across the country. States would have the option of remaining on current standard time, but no state would be allowed to shift from one kind of time to the other during the course of a year -- they would have one or the other for all 12 months. The Senate bill proposes that the change would take effect in November 2023, a delay meant to give airlines and other businesses time to prepare for schedule changes.</p><p><b>5. What would be the benefit?</b></p><p>Proponents point to a number of advantages:</p><ul><li>For one thing, we wouldn’t have to change our clocks twice a year any longer. Beyond the annoyance and confusion that can cause, studies have shown that changing the clock can be detrimental to people’s health. The “spring forward” in particular has been found to lead to disruptions in sleep, as well as increased risks of heart attacks, strokes and car crashes.</li><li>Economists say that restaurants, retail shops and leisure activity businesses like golf clubs benefit from the extra daylight in the evenings. The National Retail Federation, representing retailers across several countries,strongly supports daylight saving time. The U.S. Chamber of Commerce is also an advocate for DST as an economy booster. According to a report by the JPMorgan Chase Institute, shoppers spend 3.5% less in retail stores in the month following the end of daylight saving time.</li><li>One longstanding argument for DST, that it reduces energy costs, has been contradicted by a number of studies -- the extra driving consumers do more than offsets any reduction in lighting expenses.</li><li>Others say it can possibly help reduce robberies. One analysis found that the stock market goes up more during daylight saving months than during standard time, though only by a small amount.</li></ul><p><b>6. What are the arguments against the change?</b></p><p>The big one: even darker mornings during the winter. That would mean longer hours of darkness for people going to work as well as children heading to school. The American Academy of Sleep Medicine has come out against the proposal, saying that the body’s internal clock fits standard time better. It called for eliminating “spring forward, fall back,” but by eliminating daylight saving time altogether.</p><p><b>7. Has this been tried before?</b></p><p>Yes. The U.S. experimented with permanent DST for about 16 months in the 1970s. President Richard Nixon signed the change into law in January 1974, shortly after the upheaval of the 1973 energy crisis, when gas prices soared. The change was dropped before the date for eliminating standard time was reached, after support for the switch fell in the face of dark winter mornings. Russia in 2014 reversed a decision to switch to a permanent summer time as its people struggled with prolonged darkness during the winter.</p><p><b>8. Which states support this?</b></p><p>Starting with Florida in 2018, a number of states have passed laws that would put them on permanent daylight saving time if federal law allows it, including Alabama, Georgia, Louisiana, Maine, Minnesota, Mississippi, Montana, Oregon, South Carolina, Tennessee, Utah and Washington. What is the purpose of daylight saving time?Daylight saving time -- more popularly miscalled “daylight savings time” -- moves an hour of sunlight from the early morning, when most people who aren’t farmers are in bed, to the evening, when they’re more likely to make use of the extended daylight.2. When was DST created?The idea for daylight saving time was said to have originated in the 18th Century; Benjamin Franklin thought sleeping late in the summer was a waste of productive time, and that the extra hour of sunlight in the evening would reduce candle consumption. The idea was first adopted as official policy by Germany during World War I, to save energy costs. Other countries followed, including the U.S., which adopted the time change in 1918, although without a uniform national system. In 1966, Congress passed the Uniform Time Act, which unified daylight saving time across the country -- or most of it. In 2005, the period for daylight saving was expanded to the current schedule, under which it runs from the second weekend in March through the first weekend in November.3. Are some places not on DST?Yes. The 1966 law said that any state could exempt itself. Hawaii opted out of the law, as did Arizona, except for the lands of the Navajo Nation. They chose to stay on standard time year-round instead. Several overseas territories, including American Samoa, Guam, Northern Mariana Islands, Puerto Rico and the U.S. Virgin Islands also do not observe daylight saving time.4. What does the Senate bill propose?The Senate bill would move standard time forward by one hour. If passed by the House and signed into law by President Joe Biden, that would have the effect of making daylight saving time permanent across the country. States would have the option of remaining on current standard time, but no state would be allowed to shift from one kind of time to the other during the course of a year -- they would have one or the other for all 12 months. The Senate bill proposes that the change would take effect in November 2023, a delay meant to give airlines and other businesses time to prepare for schedule changes.5. What would be the benefit?Proponents point to a number of advantages:For one thing, we wouldn’t have to change our clocks twice a year any longer. Beyond the annoyance and confusion that can cause, studies have shown that changing the clock can be detrimental to people’s health. The “spring forward” in particular has been found to lead to disruptions in sleep, as well as increased risks of heart attacks, strokes and car crashes.Economists say that restaurants, retail shops and leisure activity businesses like golf clubs benefit from the extra daylight in the evenings. The National Retail Federation, representing retailers across several countries,strongly supports daylight saving time. The U.S. Chamber of Commerce is also an advocate for DST as an economy booster. According to a report by the JPMorgan Chase Institute, shoppers spend 3.5% less in retail stores in the month following the end of daylight saving time.One longstanding argument for DST, that it reduces energy costs, has been contradicted by a number of studies -- the extra driving consumers do more than offsets any reduction in lighting expenses.Others say it can possibly help reduce robberies. One analysis found that the stock market goes up more during daylight saving months than during standard time, though only by a small amount.6. What are the arguments against the change?The big one: even darker mornings during the winter. That would mean longer hours of darkness for people going to work as well as children heading to school. The American Academy of Sleep Medicine has come out against the proposal, saying that the body’s internal clock fits standard time better. It called for eliminating “spring forward, fall back,” but by eliminating daylight saving time altogether.7. Has this been tried before?Yes. The U.S. experimented with permanent DST for about 16 months in the 1970s. President Richard Nixon signed the change into law in January 1974, shortly after the upheaval of the 1973 energy crisis, when gas prices soared. The change was dropped before the date for eliminating standard time was reached, after support for the switch fell in the face of dark winter mornings. In this segment of <i>Backstage Pass</i>, <b>recorded on</b> <b>Dec. 22</b>, Fool contributor Rachel Warren explains her investing thesis for Teladoc and why the stock is still a top contender for long-term investors to consider right now.</p><p><b>Rachel Warren</b>: I'm going to go with another company that is in the same boat in the sense that the business is still looking really good, but boy, the market has not been kind to the stock, and that would be Teladoc.</p><p>This is a company I have talked a lot about over the past few months. This is a company in which I am an investor. I invested in it when shares had already dropped significantly down from its all-time high.</p><p>I think currently the stock is down. I think 50% year-to-date last I checked, so it has certainly declined. What's interesting about this company is that while the stock has declined significantly, its business and its place within the broader telehealth space is stronger than ever.</p><p>The global telehealth market. This is a multi-billion dollar industry. This market grew 135% in 2020 and is on track to hit a valuation of $636.4 billion by the year 2028, according to Fortune Business Insights.</p><p>As Danny noted, Teladoc is 68% off its high. Really trading at a sale right now, one could argue. But again, this market which is on track to be worth just shy of $640 billion by 2028, telehealth remains the key leader within this global marketplace.</p><p>What's interesting as well about this company, this is one of the top holdings in Cathie Wood's <b>ARK ETF</b> (NYSEMKT:ARKK). <b>Roku</b> (NASDAQ:ROKU) is her second-largest holding. Teladoc is the third-largest holding in that fund.</p><p>She is a well-known bargain hunter. I tend to align with that philosophy when I go shopping for stocks myself.</p><p>In the most recent quarter of this year, the third quarter, Teladoc's revenue was $522 million. That was an 81% jump from the year-ago quarter. It also reported nearly four million visits on its platform in the third quarter. That was 37% higher than the third quarter of 2020. You're making these comparisons to a period that a different phase of the pandemic, but a very grave period, late last year, and it is still continuing to see this huge jump in visitors and revenue.</p><p>A couple of other things that really struck me from its most recent quarterly report. In the first nine months of 2021, which offers a really nice comparison to the greater portion of 2020. In the first nine months of 2021, its U.S. revenue, revenue just from U.S. users was up 188% year-over-year. International revenues were up 54% year-over-year. Those were its other revenues.</p><p>Visit fee revenues in the U.S. were up 13%. Its total revenue increased during that nine-month period was up 108% year-over-year. This is a business that is continuing to grow at a really rapid clip and not only retaining customers but adding to it as well.</p><p>I think the thing that's been a real issue for some investors and part of why the stock has declined so much, despite other factors like ongoing volatility in the market is the company has a pretty steep net loss on its balance sheet. It ended the first nine months of 2021 with a net loss of about $418 million.</p><p>But you look at why that is, some of that is stock-based compensation. A good portion of that also has to do with the acquisition it made of Livongo back in 2020, which really expanded Teladoc's ability to basically provide one-stop-shop telehealth solutions for customers around the world. Whether you are in need of general wellness care, you need to connect with some mental health concerns or even get specialty care with the physician virtually. That ability has only been expanded with this acquisition.</p><p>I think this is one of those things where investors will have to be patient as the impact of that wanes from its balance sheet. One final note, I will say the company is profitable on an adjusted EBITDA basis.</p><p>That metric was $67 million for the third quarter of 2021. This is a stock I really like. I have continued to watch it carefully as the shares have declined.</p><p>The big thing for me has been is the business changing? Its prospects within its broader industry changing? To date, nothing that it's reported has raised alarm bells for me about the actual business. I will probably add to my position. "People finally said hey, this is a good entry point."</p><p>"They are seeing more value in tech for the first time in a long time," he said.</p><p>Oil prices fell after rallying sharply on Wednesday.</p><p>Data earlier showed the number of Americans filing new claims for jobless benefits dropped to a 52-1/2-year low last week, while unemployment rolls continued to shrink.</p><p>The Dow Jones Industrial Average rose 349.44 points, or 1.02%, to 34,707.94, the S&P 500 gained 63.92 points, or 1.43%, to 4,520.16 and the Nasdaq Composite added 269.24 points, or 1.93%, to 14,191.84.</p><p>Investors watched for the next developments in the Ukraine-Russia crisis. Western leaders have agreed to increase military aid to Ukraine and tighten sanctions on Russia whose invasion of its neighbor entered a second month.</p><p><a href=\"https://laohu8.com/S/UBER\">Uber Technologies Inc</a> climbed 5% after the ride-hailing firm reached a deal to list all New York City taxis on its app.</p><p>Volume on U.S. exchanges was relatively low at 11.03 billion shares, compared with the 14.3 billion average for the full session over the last 20 trading days.</p><p>Advancing issues outnumbered declining ones on the NYSE by a 1.96-to-1 ratio; In this segment of <i>Backstage Pass</i>, <b>recorded on</b> <b>Dec. 22</b>, Fool contributor Rachel Warren explains her investing thesis for Teladoc and why the stock is still a top contender for long-term investors to consider right now.</p><p><b>Rachel Warren</b>: I'm going to go with another company that is in the same boat in the sense that the business is still looking really good, but boy, the market has not been kind to the stock, and that would be Teladoc.</p><p>This is a company I have talked a lot about over the past few months. This is a company in which I am an investor. I invested in it when shares had already dropped significantly down from its all-time high.</p><p>I think currently the stock is down. I think 50% year-to-date last I checked, so it has certainly declined. What's interesting about this company is that while the stock has declined significantly, its business and its place within the broader telehealth space is stronger than ever.</p><p>The global telehealth market. This is a multi-billion dollar industry. This market grew 135% in 2020 and is on track to hit a valuation of $636.4 billion by the year 2028, according to Fortune Business Insights.</p><p>As Danny noted, Teladoc is 68% off its high. Really trading at a sale right now, one could argue. But again, this market which is on track to be worth just shy of $640 billion by 2028, telehealth remains the key leader within this global marketplace.</p><p>What's interesting as well about this company, this is one of the top holdings in Cathie Wood's <b>ARK ETF</b> (NYSEMKT:ARKK). <b>Roku</b> (NASDAQ:ROKU) is her second-largest holding. Teladoc is the third-largest holding in that fund.</p><p>She is a well-known bargain hunter. I tend to align with that philosophy when I go shopping for stocks myself.</p><p>In the most recent quarter of this year, the third quarter, Teladoc's revenue was $522 million. That was an 81% jump from the year-ago quarter. It also reported nearly four million visits on its platform in the third quarter. That was 37% higher than the third quarter of 2020. You're making these comparisons to a period that a different phase of the pandemic, but a very grave period, late last year, and it is still continuing to see this huge jump in visitors and revenue.</p><p>A couple of other things that really struck me from its most recent quarterly report. In the first nine months of 2021, which offers a really nice comparison to the greater portion of 2020. In the first nine months of 2021, its U.S. revenue, revenue just from U.S. users was up 188% year-over-year. International revenues were up 54% year-over-year. Those were its other revenues.</p><p>Visit fee revenues in the U.S. were up 13%. Its total revenue increased during that nine-month period was up 108% year-over-year. This is a business that is continuing to grow at a really rapid clip and not only retaining customers but adding to it as well.</p><p>I think the thing that's been a real issue for some investors and part of why the stock has declined so much, despite other factors like ongoing volatility in the market is the company has a pretty steep net loss on its balance sheet. It ended the first nine months of 2021 with a net loss of about $418 million.</p><p>But you look at why that is, some of that is stock-based compensation. A good portion of that also has to do with the acquisition it made of Livongo back in 2020, which really expanded Teladoc's ability to basically provide one-stop-shop telehealth solutions for customers around the world. Whether you are in need of general wellness care, you need to connect with some mental health concerns or even get specialty care with the physician virtually. That ability has only been expanded with this acquisition.</p><p>I think this is one of those things where investors will have to be patient as the impact of that wanes from its balance sheet. One final note, I will say the company is profitable on an adjusted EBITDA basis.</p><p>That metric was $67 million for the third quarter of 2021. This is a stock I really like. I have continued to watch it carefully as the shares have declined.</p><p>The big thing for me has been is the business changing? Its prospects within its broader industry changing? To date, nothing that it's reported has raised alarm bells for me about the actual business. I will probably add to my position.
