I am pleased to support this proposal because, if adopted, it will enhance transparency in an important area of our market that will benefit from greater visibility and oversight. Gensler stated that the new rules will apply to institutional managers who hold at least $10 million in short positions, or the equivalent of more than 2.5% of total outstanding shares.</p><p>It is important for the public and the committee to learn more about this important market, especially during times of stress or volatility. As early as 2005, the SEC established a Regulation called Regulation SHO to restrict naked short selling.
