Multi-year permitting timelines and finite utility capacity make power — not GPUs, not contracts — the actual rate-limiter for the AI buildout. The asset base tells a different story than the market caps suggest. IREN has 5 GW of secured power at an $18B market cap. Nebius has 4.2 GW (including the new Pennsylvania site) at $45B.
