The rest (~3.5 million) would only be replaced if/when they purchased FSD, and that cost ($8k) would more than pay for the replacement. Also, since the FSD is no longer transferrable and stays with the vehicle, most owners will likely be reluctant to spend $8k to get FSD on an older Tesla (if they didn't think it was worth it when it was new).
